In communication, the person who defines the problem first usually controls the rhythm of the conversation. "Uncertainty" is an objective property of the external world, while "fear of uncertainty" is our innate biological instinct.

The physical world is inherently chaotic and difficult to predict. Weather changes, markets crash, and people's hearts fluctuate. These external variables objectively exist and do not change because of your thoughts. External uncertainty exists primarily because we cannot "see the whole picture."

The physiological structure of our brains (the hardware) inherently equates "uncertainty" with "death." Step 1: Precision Legislation (Clear Rules)
Action: Reject ambiguity and establish a "black and white" standard for judgment.
If your definition is vague (e.g., "I want to become stronger"), your brain cannot execute it. Sovereignty requires a clear "Constitution."
Method: For matters where you feel uncertain, write down "What it is, and what it is not."
Example: Definition: "My value comes from my professional judgment (is), not from my boss's momentary mood (is not)."

"Ultimate Certainty" is not a magical power that appears out of nowhere; it is a naturally occurring result. Without the logistics, resources, and rule of law provided by the surrounding satellite cities, the capital would be nothing more than a castle in the air, unable to withstand any attack from external anxiety.
Satellite City: Precise Legislation (City of Boundaries)
This acts like the country's border defenses and customs. Without clear laws, the capital wouldn't know whom to protect or whom to expel. It provides "certainty in judgment." When chaos occurs, you don't need to think; the constitution (your definitions) tells you whether it falls under your jurisdiction.
Satellite City: Veto Practice (Military Stronghold)
This functions as the country's defense system and firewall. It tests whether the nation's sovereignty truly exists. Every successful "veto" reinforces the capital's "sense of security." It convinces the capital: I have the power to refuse what does not belong to me.
Satellite City: Physiological Anchoring (Energy Power Plant)
This is the fundamental hardware infrastructure that supports city operations, providing stable voltage (neural signals). It provides "certainty in physical sensation." Through steady breathing and focus, the power plant sends energy to the capital that signals "everything is under control," allowing the ruler (your consciousness) to remain calm.
Satellite City: Sovereignty Capital Accumulation (Financial District)
This is like the country's credit system and national treasury, building "self-trust." It provides "certainty in confidence." When you have accumulated enough of a track record of "doing what you say," the currency of the capital becomes highly valuable. Anxious people on the outside are like drifters; when they encounter a city (you) with strict rule of law, economic stability, and strong defenses, they unconsciously set aside their chaos and attempt to follow your rules.
Symmetry of Authority
You don't need to shout your authority; the prosperity of this city (your stable internal frequency) is the most powerful authority in itself.
This sequence reveals a painful truth: nothing is neutral. If your mental boundaries are not built by your own hands, they will inevitably become a colony for someone else.
